Asian Markets End Down; Shanghai Bucks Trend

Asian markets ended lower Monday as investors turned nervous after U.S. budget talks hit a roadblock over the weekend on President Obama's health-care proposals, taking the U.S. federal government a step closer to a partial shutdown.

The Nikkei dropped 2.1%. The Shanghai Composite gained 0.7% while the Hang Seng fell 1.5%. The Sensex fell 1.8% and the S&P/ASX All Ordinaries gave up 1.6%.
